African hardwoods are valued worldwide for their durability, appearance and versatility. Iroko, Sapelli, Okoume, Sipo, Padouk and Wenge serve applications ranging from joinery and furniture to plywood, flooring and architectural projects. For suppliers serving Europe, the EU Deforestation Regulation (EUDR) adds a new dimension to buying decisions: the ability to substantiate origin, legality and deforestation-free production.
For exporters, the question is no longer only whether the timber meets grade, moisture and dimensional specifications. European customers may also need reliable plot-level information and evidence connecting harvested timber to shipped products.
Regulation (EU) 2023/1115 covers specified commodities and relevant products listed in its Annex I, including many timber products. Covered goods must be deforestation-free, produced in accordance with relevant legislation of the country of production, and supported by the due-diligence requirements applicable to the relevant operator or trader.
The core deforestation cut-off date is 31 December 2020. For wood, the regulation also addresses forest degradation. Whether a particular shipment falls within scope depends on the product and its tariff classification, not merely the commercial timber species name.
According to the European Commission’s 2026 implementation guidance, the principal application date is 30 December 2026 for large and medium operators and certain micro/small operators dealing with products previously covered by the EU Timber Regulation. Other qualifying micro and small operators have a later date of 30 June 2027. Buyers should confirm their exact status and applicable obligations with their compliance advisers, as implementation details can change.
European buyers may request the scientific species name, production country, harvest-period information, geolocation of relevant production plots, legality records, and documents linking forest, mill, storage and shipment. A commercial invoice or phytosanitary certificate alone does not establish EUDR compliance.
Buyers may prefer suppliers able to provide consistent product quality and well-organized origin records. Building reliable traceability systems can require time, training and coordination across concession holders, sawmills and traders.
Mapping, data validation, internal controls and risk assessment can increase administrative costs. Exporters should clarify documentation expectations before confirming contracts and loading schedules, especially for mixed-origin or multi-species shipments.
• Identify each product’s HS code and whether it is listed in Annex I.
• Record scientific species names and production countries accurately.
• Request and validate geolocation and harvest information from upstream suppliers.
• Keep chain-of-custody records linking timber lots from forest to export.
• Collect evidence of compliance with relevant production-country laws.
• Agree on document formats, timelines and responsibilities with EU buyers.
• Check CITES, national export permits and other requirements separately where applicable.
EUDR does not prohibit African hardwood as a category. Rather, it requires covered products entering the EU market to meet defined criteria. Companies with transparent sourcing systems may be better positioned to serve European customers, while other exporters may seek opportunities in the Middle East, South Asia and other markets. Requirements in those destinations remain separate and should be checked individually.
